| Farewell to AERMOD Course Instructor-
Mr. Roger Brode!

We, at Lakes Environmental, have
been honored to have Mr. Roger Brode as a course instructor for our Air
Dispersion Modeling Workshops for the past 7 years. Unfortunately,
as of August 2006, he will no longer be able to participate in these courses
as he is leaving MACTEC to re-join EPA after an absence of 17 years. Mr.
Roger Brode is a meteorologist with 22 years of experience in air pollution
meteorology and dispersion modeling. Mr. Brode developed the SCREEN model
and has been the lead programmer for the ISCST3 and AERMOD models. The
air modeling community will greatly benefit by the more active participation
of Mr. Brode at the US EPA. We wish him all the best in his future endeavors.

Dr. Jesse Thé will be presenting the above 2 papers at the A&WMA Specialty Conference, Guideline
on Air Quality Models: Applications and FLAG Developments. This symposium, being held on April 26-28,
2006 in Denver, Colorado, will provide a technical forum for environmental professionals to share experiences
with the revisions to the U.S. Environmental Protection Agency’s Guideline on Air Quality Models.

A new update of TEISS View (Version 1.8.52) was released on April 6, 2006. TEISS View, the Tribal Emission Inventory Software
Solution, was developed by Lakes Environmental for the Institute for Tribal Environmental Professionals (ITEP) to facilitate the
completion of emissions inventory for tribal reservations by tribal environmental professionals.

Lakes Environmental participated in the Fourth Canadian Workshop on Air Quality in Banff, Alberta, from Feb. 14-16. Dr. Kahing Yau
presented his poster titled “A Regional Air Quality Assessment with CALPUFF Modelling on a Grid Computing Platform,” co-authored

The theme for the AQ2006 workshop was Air Quality: Piecing the Puzzle. The workshop brought together experts in modeling,

| Lakes Environmental Presentation at A&WMA Climate
Change Conference in San Francisco, California (Mar
7-9, 2006) |
Lakes Environmental participated in the “Planning for the Future: Climate Change, Greenhouse Gas Inventories & Clean Energy Linkages”
conference, which was held in San Francisco from March 7 to March 9, 2006. The conference was organized by the Air and Waste
Management Association and sponsored by the San Francisco Bay Area Air Quality Management District and others.
The Conference acknowledged that climate change is a serious threat to humankind due to its bulk scale that stretches beyond any nation’s
boundaries as well as its adverse impacts on humankind’s social, economic, and environmental values. Dr. Luai Hamouda presented a policy
paper that investigates the future of the climate change regime using the graph model for conflict resolution. You may read a copy of the paper,

| U.S. EPA AERMOD Dispersion Model to be Promulgated on December 9, 2005! |
On October 21, 2005, the U.S. EPA Administrator signed revisions to the Guideline on Air Quality Models - Appendix W of 40 CFR Part 51. These revisions include the recommendation for the replacement of the Industrial Source Complex (ISC3) model with the U.S. EPA AERMOD model. The
revisions were submitted to the Federal Register and published on November 9, 2005. The AERMOD model, which incorporates the PRIME building downwash algorithm; AERMET, a meteorological data preprocessor; and AERMAP, a terrain data preprocessor, will become the recommended model for assessing criteria pollutants
under the Clean Air Act as of December 9, 2005.
Although the EPA recommends a one-year transition period ending on December 6, 2006, we suggest that you contact your regulating authority before proceeding with your AERMOD modeling projects as requirements for implementation may vary by regulatory agency.

| Lakes Environmental Attends Information Sessions for Ontario’s New Air Pollution Regulation (419/05) Oct 2005 |
Dr. Jesse Thé, president of Lakes Environmental Software, was invited by the Ontario
Ministry of the Environment (MOE) and the Air and Waste Management Association
- Ontario Section (AWMA-OS) to participate in three Air
Pollution Regulation 419/05 information sessions. The focus of these
sessions is on key issues regarding the newly promulgated regulation
with particular attention paid to the new Air Dispersion Modelling
Guideline for Ontario and the procedures for preparing an Emission
Summary and Dispersion Modelling Procedure Document. The final
session for 2005 will take place on Thursday, November 10th in
Sudbury, Ontario. For more information regarding this session,

| Lakes Environmental Presents Findings
at the 10th International Conference on Harmonisation Oct

Dr. Yau, of Lakes Environmental, recently spoke at the 10th
International Conference on Harmonisation within Atmospheric
Dispersion Modelling for Regulatory Purposes held in Crete,
Greece, October 17-20, 2005.
The paper presented by Dr. Yau, Comparison of AERMOD to EIAA
with Respect to the Latest Tracer Field Data, was researched
and written in collaboration
with the Chinese Appraisal Center for Environment and Engineering,
State Environmental Protection Administration (SEPA). The presentation
focused on the results of a study regarding SEPA’s proposed replacement of
China’s
current regulatory model (EIAA) with the U.S. EPA AERMOD model. The
study evaluated the suitability of using the AERMOD model in
China and provides a theoretical basis for supporting
the replacement of EIAA with AERMOD.

| U.S. EPA Promulgates HHRAP! Aug 2005 |
| The U.S. EPA has recently promulgated and released an updated guidance of the Human Health Risk Assessment Protocol for Hazardous Waste Combustion Facilities (HHRAP). Lakes Environmental has begun implementing changes to the IRAP-h View software package, with a new version of IRAP-h View to be released in the near future. Users who are currently under maintenance will receive an email notice when the updates to IRAP-h View are complete. | New MOE Air Quality Regulation (419/05) Aug 2005 |
The Ontario Ministry of the Environment (MOE) has announced the introduction of Regulation 419/05, Air Pollution – Local Air Quality. The new regulation, which is designed to replace Regulation 346 “General – Air Pollution”, will become effective on November 30, 2005. As part of the McGuinty government’s Five-Point Action Plan, this new regulation includes the approval and introduction of new air dispersion models such as the U.S. EPA’s SCREEN3, ISCPRIME, ISCST3, and AERMOD. As a result, Lakes Environmental will begin to incorporate tools in its ISC-AERMOD View software packages to facilitate air dispersion modelling in accordance with MOE standards. | Lakes Environmental, Mactec & Russell Lee to Collaborate on New Services Dec 6, 1999 |
| Lakes Environmental Software, MACTEC and Russell Lee announced today that they
will collaborate to combine their expertise and offer services and
training on ISCST3, AERMOD, and ISC-PRIME, among the three most
extensively used air dispersion models in the world.
The alliance
marks a milestone in air dispersion modeling services by bringing together
leading air dispersion modeling interface developers with the developers
of the U.S. EPA models. Says
Jesse L. Thé, president of Lakes
Environmental, “We are honored by the opportunity to interact with
such an elite group in the air dispersion modeling field.”
MACTEC is the developer of the computer codes for the popular ISCST3, AERMOD
and SCREEN3
regulatory models. These
models were developed under contract from the U.S. EPA.
When asked about their decision to promote courses with the Lakes
Environmental interfaces, Roger Brode of MACTEC and main author of
the ISCST3 and AERMOD codes stated, “ISC-AERMOD View offers one seamlessly
integrated interface to ISCST3, AERMOD and ISC-PRIME, which makes it
feasible to offer training on all three models in a single course. This approach emphasizes the similarity of input structures
between the three models, and should also simplify applications involving
more than one model, as may be required under anticipated changes to the
EPA modeling guideline.”
Russell Lee was
the technical manager at the U.S. EPA OAQPS for the development of ISC2
and AERMOD. Currently he is
an independent consultant a member of the AERMIC team, which is in charge
of theoretical development for the AERMOD model.
He has presented a number of training lectures on the application
of the ISC and other EPA air quality models through the years.
According to Mr. Lee, “The Lakes
Environmental interfaces can use the U.S. EPA executables without any
modifications straight from the EPA website.
This approach allows users to immediately update their systems with
the latest EPA versions of the models, without risk of any errors having
been introduced to the EPA code”.
By combining
the best expertise in air dispersion modeling and extensive technical and
instructional experience, Lakes
Environmental, PES, and Russell Lee are providing proven tools,
training, and solutions for the new millennium.

| Lakes Environmental Software Selected by Japan External Trade Organization to Present New Technologies Jan 26, 1999 |
Lakes Environmental Software has been
selected by the Japan External Trade Organization (JETRO) as one of only 40
overseas companies to participate in the upcoming 5th International Techno Business Forum.
Approximately 200 high-tech Japanese companies from fields ranging from
computer software to environmental technology, will have representatives participating in
this year's forum who are interested in learning about relevant new technologies and
establishing technical tie-ups and business alliances with foreign partners.
Lakes Environmental Software
will present its leading risk assessment software at the forum with simultaneous
translation from English to Japanese. Individual meetings with interested companies will
be arranged to further explain Lakes Environmental's unique technology.
