EPA Issues Next Step for State Greenhouse Gas Permitting Programs
WASHINGTON - December 3, 2010 - Working with the states, the U.S. Environmental Protection Agency (EPA) is moving forward with its plan to call on certain states to update their Clean Air Act implementation plans to cover greenhouse gas (GHG) emissions. These changes will ensure that beginning in January 2011 the largest industrial GHG emissions sources can receive permits. This action is part of EPA�s common sense approach to GHG permitting outlined in the spring 2010 tailoring rule.
EPA has identified 13 states that need to make changes to their plans, allowing them to issue permits that include GHG emissions. These states include: Ariz., Ark., Calif., Conn., Fla., Idaho, Kan., Ky., Neb., Nev., Ore., Texas, and Wyo.
EPA Finalizes 2011 Renewable Fuel Standards
WASHINGTON - November 29, 2010 - The U.S. Environmental Protection Agency (EPA) finalized the 2011 percentage standards for the four categories of fuel under the agency�s renewable fuel standard program, known as RFS2. The Energy Independence and Security Act (EISA) amended the Clean Air Act to greatly increase the total required volume of renewable fuels each year, reaching a level of 36 billion gallons in 2022. To achieve these volumes, EPA calculates percentage-based standards for the following year. Based on the standards, each producer and importer of gasoline and diesel determines the minimum volume of renewable fuel that it must ensure is used in its transportation fuel.
Environment - Air Quality: Commission Urges Nine Member States to Implement Revised Legislation
November 24, 2010 - According to the Directive, Member States should have transposed the legislation into national law before 11 June 2010. Member States are required to inform the Commission once they have adopted the necessary implementation measures.
As the Commission was not notified of the relevant measures by the Czech Republic, Estonia, Finland, Greece, Hungary, Luxembourg, Romania, Slovenia and Spain, it issued a letter of formal notice on 16 July 2010. Since the legislation has still not been adopted in these Member States, the Commission is sending a reasoned opinion. The Member States concerned have two months to comply.
Strict Conditions Put on Energy-From-Waste Facility
November 19, 2010 - To protect the health of local residents and the environment, the province has set strict conditions on the approval of the Durham and York energy-from-waste facility.
Proposed by Durham and York Regions, the new facility will generate electricity and provide a local solution to manage municipal waste that cannot be reused or recycled.
Governments of Canada and Northwest Territories Release the Final Response to the Joint Review Panel's Report for the Mackenzie Gas Project
OTTAWA - November 15, 2010 - The governments of Canada and the Northwest Territories released their final response to the Joint Review Panel's (JRP) report on the Mackenzie Gas Project (MGP), entitled Foundation for a Sustainable Northern Future. The response outlines how the governments will ensure that appropriate mitigation measures are in place to respond to environmental, social, cultural and economic issues.
"An unprecedented level of public consultation was undertaken prior to finalizing the governments' response which highlights our commitment to implementing the appropriate mitigation measures to protect the environment and address the social, cultural and economic impacts associated with the proposed project. Should the MGP proceed it will do so within a responsible environmental stewardship framework," said Canada's Environment Minister, John Baird.
