Mark Pecen is a senior technology executive, Vice Chairman, and board member of EigenQ, Inc., a multinational cybersecurity firm focused on advanced technology research, standardization, intellectual property, and commercialization. A recognized thought leader with over 35 years in the ICT industry, he has been featured in major publications including the Wall Street Journal, Forbes, and Bloomberg, and is an inventor on more than 100 foundational patents in wireless communications, networking, and computing. He holds degrees from the University of Pennsylvania’s Wharton School and School of Engineering and Applied Sciences.

Pecen played a pioneering role in the development of wireless standards, contributing to GSM, GPRS, and EDGE technologies through his work with Motorola at the European Telecommunications Standards Institute (ETSI). He later led efforts in 3GPP on 3G and 4G-LTE technologies, including during his tenure as Senior Vice President of R&D at BlackBerry, where his team also contributed to global spectrum policy work at the International Telecommunication Union (ITU).

A leader in emerging technologies, Pecen co-founded ETSI’s Quantum-Safe Cryptography working group in 2015 and served as its inaugural Chair, helping establish early global standards. He has also chaired Canada’s GDPR task force, held leadership roles with Quantum Valley Ideas Lab, and co-founded the ETSI Technical Committee on Quantum Technology in 2025. In addition, he has served on more than 20 advisory and governance boards, including at the University of Waterloo and Wilfrid Laurier University, and is an active investor and venture partner in the technology sector.
